Yesterday on this ID I was able to rotate one scan. After that I was no longer able to rotate scans. As a result some of my listings show scans that are sideways or upside down. I went in today to see if this was fixed, and I am still unable to rotate scans. I can only delete scans.
On my other selling ID I am able to rotate scans.

I didn't click into any of your listings, but all of your lead images are correctly oriented in search. Is the problem resolved?
Do you access both accounts using the same browser or different browsers?
You may need to check your browser's page zoom. Try zooming out to see if the rotate tool appears.

I use Google chrome on both accounts using a desktop PC. How do I zoom out? To my knowledge I've never set zoom. @wastingtime101
However my mouse is acting up lately. Often requires multiple clicks. Lots of pop ups keep appearing when I click the mouse to scroll or select a position to enter data, which never used to happen. Weird results like saying a listing is saved after it was previously saved and making me go to draft to continue what I was doing. All very frustrating, so I'm about to order a new mouse...

The easiest way is to hit Ctrl and - at the same time. While holding down Ctrl just tap - as many times as you want to zoom out, or + as many times as you want to zoom in.
Not sure what you mean by popups. Like malware?

Thanks so much! Now I can zoom with ease.
By popups I mean the list of choices that appear when you click, such as clicking on the downward pointing arrow in a message where the popup shows Mark as new, etc.

I can now rotate scans so I'm guessing zoom in fixed this problem. My apologies to eBay for thinking they had technical issues when it was my settings, however they got changed, that caused problems.

Today I once again can NOT rotate scans. Zooming in and/or zooming out does NOT fix this problem. As a result my 2 last listings have the first scan upside down.

Problem initially happened on Google Chrome. I just now tried on Microsoft Edge and still can NOT rotate, even when I zoom in and/or zoom out.

I'm not able to replicate the problem on my end. I suggest filing a formal tech report - it's super easy. Follow the instructions here:
I also suggest scanning your items right side up to begin with. While that obviously does not fix any problems with the eBay site, it eliminates the need to do the extra work rotating after the fact, so the eBay problem will no longer impact your ability to list.

OK, I used the "?" on the listing's page to report the problem. I use a $400+ Scansnap scanner to scan postcards very quickly. It is somewhat random in the orientation of its scans. I guess I need to find a picture edit program to rotate scans that are not in the correct position if eBay's error of not providing scan edits to rotate continues. For the time being I'll just continue listing, even if some scans are sideways or upside down.
If anyone else is experiencing this problem, I hope some of them post here.

I looked it up @somanypostcards and ScanSnap has a setting where it automatically detects orientation and there are factors that may cause it to think an image should be rotated the wrong way. The good news is you can turn off that setting so it will scan exactly the way you physically place the card.
De-select the [Automatic image rotation] checkbox in the [Scanning] tab of the ScanSnap setup window.

As of a few minutes ago, I can now rotate scans. The first few listed took about 5-15 click, but eventually the edit screen did appear on them also. All is now well!
For all of you having technical issues listing, click on the "?" at the lower right of the screen to report the technical issue to eBay. My technical issue was fixed in less than 2 hours!!!

To clarify: the issue was the edit window would not pull up - is that correct? Previously I thought you could open the edit window but the rotate icon was missing on the bottom left.
If the issue is the edit option not appearing, you may have to either click the top left of the image, or double-click the image. eBay made a lot of changes to the photos section of the listing form this year and I'm not sure if they're done yet. Different users have reported different ways to access the edit window. So that could be what's going on with you - just a different way to click and open that option.
Hard to say exactly without screenshots or a screen recording, but if it happens again, try some of these different options and hopefully something will work.
