Item its paid but not shiped

I`ll asked for the refund for the item what i paid but seller did`nt ship to me. Ebay customer care sys me they refund my money when the item was return to the seller. so dont know how ebay customer care woks because the item what i paid was not even shipped to me. please give the attention on this. I want my money back.

This is NOT  a Technical Issue.

How do you know the item has not been shipped?

Why would you open a case to return an item you have not received?

The eBay Money Back Guarantee is very easy to use.

Best to close that case & go to PayPal to open a case for Item Not RECEIVED.

Follow all directions.

Seller didn't update statues as shipped & seller not responding to any message.

I open case topic under the return or refund item because  of that it goes under return the item but actually I want to refund my money back.
