With my Ebay store I'm allotted 250 free auction listings per month and then after that it costs $0.25 per listing. If the item sells the $0.25 has always been credited back to my account.
Last week I listed 260 auctions at $0.25 apiece and 75% of them sold...I haven't received a single credit for any of them. Did Ebay take away the auction fee credit or is this a technical issue that is being worked on at the moment?

Yes. Send them a message asking for help regarding insertion fee credits, they'll ask you to verify your account by clicking a link, verify your account with them and then explain to them the issue. Have a list of the item numbers that you need credited ready to go because you will have to provide it to them in order to receive the credits.

That's ridiculous. You list your items exactly the same way that I do and I got all of my insertion fees credited so you shouldn't have any problems getting yours credited too. I would talk to a different customer service person until you get one that will actually help with the problem. I've noticed with the Facebook page that if I wait a day and try to message them again I get a completely different representative. Keep trying until you find one that is willing to help.

I will try to do that and perhaps get another rep. However, at the moment I have a much more serious problem and they are not acting on it. This is the essence. I listed a Kobe Bryant Olympic Game worn jersey on 10/17 and when I do a search on just 'Kobe Bryant' it does not show up and I've checked every day since listing. Some people are apparently finding it in different ways but it should be visible to all who search just on Kobe Bryant. I've asked friends to check on phones or computers and it's simply not showing in the search but there are 96,000 other ones. I can't get them to fix it!

No one is checking all 96,000 results, if for no other reason than eBay only displays the first 10,000 results of any search. Unless you refine your search further, you are only seeing less than 20% of the results of that search, at most.
In addition, depending on the keywords used, searches may be steered into a particular category.
For instance, a search for kobe bryant is automatically steered into the Trading Card Singles category.
If you listed in a different category, your item will not appear in that search by default.
If I search kobe bryant game worn and sort by highest price, I see your item:

It shows just fine for me. When I typed "Kobe Bryant" in the search box, the default Ebay search was for trading cards. I had to select the All Categories option from the drop down menu in order to find it.

First let me tell you that this morning I finally received a credit for 18 of the 40 items (over my 250) that I sold on 9/28. I don't know why they are coming in like that but I'll take them.
The eBay rep called me yesterday at about 5:30 pm to tell me that the IT Dept finally got the ticket and that it may have been partially solved. Thank you for noticing the situation about the default "Trading Card Category" vs "All Category". I do think that regardless of what the item is when you put in the name it should default to the "All Category" first before refining to "Trading Cards" or anything else. It should be a user selected change but this is the way of eBay. However there is still an issue in that when I put in "Kobe Bryant Jersey" and confirm the "All Category" it still doesn't come up on my end. The rep is going to call me back tomorrow to confirm. Thanks for your help on everything.

Fix your title. Instead of how you currently have it, put "Jersey" after Kobe Bryant and before the 2008. Nobody is looking for "Kobe Bryant 2008" which is what I had to type for it to show...but I'll bet a lot of people are searching for "Kobe Bryant jersey". Always put the most important and basic search information first when it comes to creating your listing titles.
