After verifying more than a dozen times, going through ebay chat support 4 times and having my payouts put on hold over the last several weeks, this was finally resolved. Verifying through the red bar in seller hub would not work for me.
Go to your personal or business information here- https://accountsettings.ebay.com/profile
Under your email address and phone number, it should say "verified". If it doesn't, edit/update/save again. If you have a landline phone, that wouldn't work for me but it did after entering a cell phone...which is ridiculous because not everyone has a cell phone.
And of course, upload a picture or scan of your license or whatever.
