I can't Refund. Please help

Hi! I have a lady trying to buy some earrings from me, and I wanted to refund her some money, but it won't let me do that. It worked perfectly last time, and now it won't let me. Please help me.

Do you have enough of a PayPal balance to cover the full amount of the refund plus any taxes or fees that might have been withdrawn?
