I can no longer find the "issue refund" button

A buyer asked me in an email to give him a refund for a problem that was my fault. I want to let them keep the item and I want to issue a refund today.  I have fallen short of my goal after several hours of searching.

I looked in Seller Hub,  Payed and Shipped,   Shipping Labels and  View Order Details.  I simply cant find it. The help section is interesting but I have spent to much time there without an answer.

I tried searching the ebay community but keep getting old content.

Click on the down arrow next to the Item title on the Paid/shipped page in SH, refund is about 3/4 of the way down the list...........

Perhaps I need more sleep... next to the Item title on the Paid/shipped page in SH?

Where is SH?  Is there another Paid/shipped page with  SH that I am missing?

Since you are still using PayPal, use the REFUND button on the PayPal payment transaction.
