Hello everyone,
Suppose, this message can reach to Ebay support staff, - I can't get way to contact them.
Meanwhile, I've got a message that my account is blocked.
Well, some actions may look strange for automated system -
1. I bought an items for couple of my friends and wife, currently located in Germany;
2. I've got new All-in-One and started using Ebay from new device;
3. I've made a relatively more bids than usual (from new device also), while having now more time for explore Ebay;
4. I use a forwarding service to deliver goods overseas, so I do not have a U.S. based phone number.
5. I have changed a password for security purposes, while system asks me to do so.
Now account is partially blocked: I can get into it, can monitor purchases, can leave a feedback, but cannot bid/buy new items and send messages.
System cannot call me (because calling is possible in U.S./Canada only) and refused to use a chat.
The question is: how to unblock an account, which I use from 2011 till now?
Or - how to get in contact with support staff?

You said you are not in the USA, but your registration address is in the USA. That's not allowed. Your registration address is supposed to be where you, personally, physically, live and reside.
I would suggest that you should update your registration address to show your correct, current address in whatever country you are living.

If you can't receive a phone call.......and won't use chat..........I don't know how you expect to contact them.......

What to say to this... to buy goods in U.S., it's better to relocate to U.S.
Take a flight ticket and let's buy a used dog's collar for 3 bucks...
Brilliant idea.
Why I do that? It's simple - most of items isn't available for international shipping, people do not want to hassle with that. To solve this issue, there are a plenty forwarding companies, which collect goods in US and forward them abroad.
As I told before, I am here from 2011, and 13 (thirteen) years all were fine. A lot of people doing business via Ebay remotely, forwarding companies legally registered in U.S. and doing their business. Generally they, and I also, paying operational taxes to state U.S. budget.
So, what wrong with it?
I wonder, why Ebay, being international platform in 2023, still resolves safety issues via standard line telephone call.(

I say, that I CANNOT use chat - system refuse to give me such possibility.
Selecting option "Use chat" brings to same page - Call only.
Only phone call. Only via U.S. or Canada.
No other options exists.
In 2023.
