I've tried every "customer Support" item I can find and I can't get a live person to talk to. My problem doesn't fit the "guidelines" of their automated system. For some reason when I try yo but certain items I get a "red flag" warning that says the item can not be purchased unless I am a "Citizen". I can't understand why ebay would think I am not a citizen. They have my address and phone number (all in the U.S.) , and they won't let me talk to anyone. What's up?

Are you using a hotspot, VPN or Starlink for your internet connection? Any of those can affect the location that eBay sees for you.
Try completing your purchase using the eBay app when not connected to your local WiFi.

Thanks for the response. I'm using Starlink as my internet provider but have no other way of connecting to ebay. I would think any phone app would go through my "network" from my phone and that is Starlink.

The eBay app can switch between WiFi data and cell service, depending on which networks are in your area. If there is no cell service in your area, wait until you are near another cell to make your purchase.

I know you're trying to be helpful but I'm not that dedicated to ebay. I don't use my phone to make purchases and I probably never will. My original inquiry was how to actually speak to someone at ebay. I tried to have them call me but apparently my phone didn't ring when they called (or so they say) and when I tried to call back on the same number all I got was an automated response that eventually simply said I had called during non business hours. I tried calling three different times of day and kept getting the same response. I call **bleep** on ebay. They simply don't want to talk to anyone who has a problem that can't be handled through some type a AI answering service. If I continue to have this issue then I'll simply quit using ebay.

If you want to talk to someone at eBay and you are unable to get a call back, your best bet is likely to contact eBay via social media direct message, though it is unlikely that anyone at eBay will be able to help you with a network issue.
For certain specific non-exportable items, you just may not be able to purchase those items on eBay without using a terrestrial US network connection.
