The first thing I do is load the file onto my computer and look at the file format, the file size, and the image size (i.e. X pixels by Y pixels) and make sure it conforms to eBay's guidelines.
I have learned that files in the iPhone HEIC format will not load; they need to be converted to something eBay recognizes.
I always make sure my images are about 1650px on the long side and in the PNG or JPG format.

I don't think any of that can be the problem. I've just uploaded over 200 photos to ebay and only got one error. I use an SLR and shoot in jpg to save time. When possible I try to make them square but don't worry about size. Mine are around 3000x3000.

Ebay has 'errors' for a moment; try again?

I had those kinds of errors yesterday but this one doesn't resolve itself. I skipped it and only added 2 photos instead of 3.

I have been uploading .HEIC image files for over a year! How could that happen if ebay doesn't recognize that format?

You're responding to a thread that's almost 3 years old @msmdesign . Things change.
