I have received two unsolicited offers from sellers, I am uninterested. Further, I want to remove these offers from my summary page.
There is an option to DELETE these offers, and check-boxes next to those items, and next to the DELETE button. Unfortunately, they are "grayed out" and non-functional, preventing me from deleting those offers from my summary page.
I have already declined those offers from within the product details pages, however I am still unable to delete them from my summary page. Additionally, I sent messages to both sellers requesting that (if possible) they retract said offers, as I don't want this stuff cluttering my summary page. Totally unwanted.

You will be able to delete them when they expire in 96 hours from the time you received them.
Offers, once sent, cannot be retracted.

Declining the offers should have done the job. Log in with a different browser - do you still see the offers? If you don't then that could be a sign you need to clear cache/cookies on your current browser.
Sellers cannot retract offers.
But you can control whether or not you receive future offers. Go to this page:
https://commspreferences.ebay.com/commsprefs
Under Buying Activity, uncheck "Offers to buyers" near the top. Save changes.

Thank you both. I seem to have figured it out; I went to my ebay messages Inbox, and found the offers there also. Once I clicked on those and gave them a "read" status, it activated the grayed-out buttons on the summary page and I was able to delete.
