How does an eBay user stop the "recommended for you" ?

Easier: Bookmark a different page to avoid seeing eBay's recommendations.

Harder: Set up an ad blocker rule to hide that section of the main eBay page.

Clearing your view history will often eliminate those recommendations @miscjas

Re: How can I stop "recommended for you" ?

I've cleared browsing history, etc to no avail.  This nonsense has been going on for years in a misguided

attempt to advertize products for auction/sale.

Hypothetical situation:

Suppose I bought one USB cable I needed via eBay.  Following that transaction, the "recommended for you" is flooded with offers of USB cables for sale.  At that point I am full up on USB cables.  So eBay is trying to advertize a product to a buyer who is not interested.  It is a waste of eBay, buyers and sellers time doing this.

How can we stop this ?

If eBay does not recommend USB cables, it will just recommend something else. Why waste even a moment of your time caring or even thinking about what eBay recommends? Do you decide what to buy based on what eBay says you should buy?

Bookmark your Watch List instead of the main eBay page, and look at things you are actually interested in buying rather than looking at things that eBay recommends. Or bookmark your Feed page to see what your saved sellers and saved searches have listed recently.
