Did you by any chance cancel a shipping label before attempting to print the Scan form for the day? The Scan form won't generate if you did.
I recently printed 15 shipping labels in the morning and had a buyer contact me asking to change his address before generating a Scan form for the day. I went into my eBay Shipping Labels folder and cancelled his original label. I then printed a corrected address one. When I attempted to generate a Scan form for those 15 packages I received the Bulk label printing error notice. After several hours throughout the day of not succeeding at generating a Scan form I contact eBay Help.
eBay Help was not helpful at all. I spoke with three employees including one supervisor and none had any idea on how to resolve the issue.
I took those 15 packages to USPS and stood there while a disgruntled clerk scanned each one and gave me a receipt. I took all packages to the post office for the next two days too. (Printed shipping labels on eBay but didn't attempt to print a Scan form).
In the end I had resolved it myself. I thought if I waited until the cancelled label was recognized by eBay and the label cost refunded to me that Bulk Shipping would clear itself. I didn't attempt to print a Scan form for two days to make sure the label printing data from days before would expire. I had to wait three days before I could print a Scan form again. It's been working fine for me ever since.
