A purchase was made on my ebay account and debited from my bank account. Order shows my shipping info and received tracking notification that it was delivered FedEx. It was never delivered and FedEx tracking number showed it went to another address/person. FedEx would not release info to me. Somehow the scammed had it shipped elsewhere but doesn't reflect on my ebay order. And the charge for the item $ were increased about 10 times their retail price. So assuming seller is involved. Ebay has no phone customer service! I will never use EBAY again

You need to get a letter from FedEx stating that the package was not addressed to you.
File an Item Not Received case.
The case will be closed because tracking shows the package was delivered.
Once you receive the letter from FedEx, use it to appeal the case.

This happened to me 3 times within a 6-week period. I, too, had difficulty getting FedEx to provide a written statement to me ... but I asked to speak to their Fraud Dept. They were aware of this now-common scam ... and were willing to attach a report to an email to me. [That showed the name/address of the person in my ZIP Code who received the package. It also showed the weight of the package ... which was much less than the one I was expecting.]
Once you get the report ... you can attach it to an eBay message to the seller AND file an 'item not received' dispute with eBay. My seller refunded me immedately.
If you don't win the eBay dispute ... you can phone your credit card company and describe the situation to them. You won't have difficulty getting a chargeback.
BTW, it's probably not your eBay seller who did this. It's more likely a drop-shipper ... or a supplier to the drop-shipper ... who has access to tracking numbers for packages heading to a buyer's city. When they run out of a product ... instead of notifying the seller that they're out of stuck ... they send the false tracking number instead. My eBay seller was as much a victim as I was. [My other 2 issues were with Amazon sellers ... and I couldn't tell for sure where the scam originated.]

I didn't make the purchase at all. The money debited had to go to the seller! And these items were only a fraction of what was withdrawn from my account. I understand what you are saying about shipping but the payment goes to the seller.
