This problem seems to affect many but not all listings with GSP. In those affected, Canada does not appear as an option in drop down nor in the list of countries though it is a major trading partner. Every other little country one has never heard of is listed in either the inclusion or exclusion list. Please see screenshot.
Seller of item from which the screenshot of a sample listing above was taken has not intentionally excluded Canada - is willing to ship there - and not aware of any changes to settings in seller's panel. Seller even sent items to Canada couple weeks ago. In the screenshot which is from the buyer's perspective, the message "This item does not ship to Canada" is displayed because Canada was selected as default ship-to location in another listing and is therefore in the cookie.
Problem seems to have started recently and only some if not most listings with GSP. It does not affect listings where international shipping method is by USPS. Also there may be something about presence of inclusion list now. I seem to recall if seller ships internationally, there was only an exclusion list. There is no regulatory issue with sending packages to Canada in relation to the current medical matter so that isn't it either. Therefore, all evidence points to a systemic glitch in the GSP.
