General item title does not actually match listing.

I was searching for a set of 2013 Toyota Prius hubcaps when I came across a page like this:
 

 

I placed my order from this page, expecting that I was purchasing 1 set of 4 hubcaps. When the item arrived there was only one single hubcap. Going to my order history to investigate took me to a page with a completely different description like the one below, obviously only selling one hubcap. Only at the top of the listing, in the description sctructure, can you see that this originated from a search for a set of 4 hubcaps. The listing I actually purchased from was not the one pictured, but is linked here: 

 

 

 

 

 Basically I've ordered one hubcap at a price for which I expected to get 4. All because this strange title difference and the ability to purchase without having to go to the original item page.

How can I file a complaint against eBay, and not the seller, who did nothing to deceive me or any other customers.
