Why is Ebay App not allowing me to schedule by minute, only by quarter hour?

For the past 3 weeks, I can only list items on the eBay app (Apple iphone) per quarter of hour.  It will not allow me to schedule per minute.  This is frustrating!  I have tried rebooting, deleting and reinstalling., even turning Safari off.  Nothing works.  Getting fed up.

Their wonderful overseas customer service told me... just do it online.  Yes, because that is why I have the app in the first place, so I can go online.

A couple of weeks ago, the app was apparently switched over to the Quick version of the listing form, which is lacking in many options including the minute-by-minute Scheduler. Until they change it again, the only way to access minutes is to list on a real computer and use the Advanced version of the listing form.
