During the last few days, whenever I pay for an item, after payment, it shows Was shucht du, German for what are you searching for?
There have been reports on the seller Board about foreign languages showing up so possibly others are seeing more than just this.
Every time I placed an item in my Watch List, the sign in page showed up for me to sign in, even though I was already signed in. I place a lot of items in my Watch List and this is necessitating a lot of sign ins when I am already signed in.
I just tried to go to My Ebay and it also required an unnecessary sign in as I was already signed in.

We are seeing the excessive sign in requests this morning. We were required to sign in again to leave feedback. And then again just to switch views. Very frustrating. So instead of listing items today we are going to get outside and do a little fishing. No point in fighting the system glitches. Maybe things will be better tomorrow.

Most of the reports of inappropriate foreign language text in "item condition" lines on lists or on sign in pages seem to be one-off problems; usually a page refresh is enough to restore things, I think. At least that was the case for me. If the problem persists, that may be something new.
Repeated sign-in requests might be a problem with cookies; either your browser not accepting them, or a corrupt eBay cookie. A corrupt cookie might not be erased by simply clearing all cookies; it may need to be deleted manually. If you have the same sign-in issues with a different browser, that would be a good indication that the problem is either on eBay's end or is possibly the result of network problems.
Sometimes explicitly signing out and then signing back in may help, too.
When eBay changed the sign in page last summer, some folks had issues with the "keep me signed in" checkbox on the sign in page not working with some browsers. There is a setting in your site preferences to keep you signed in on eBay, and another to keep you signed in on the community discussion areas; those might be worth looking at to see if they have been inadvertently reset. The problem persists as far as language. It happened every time I paid for something and I have bought several things over the last few days. It's disconcerting to all of a sudden see German verbiage when you are not on the German site.
Another has reported the excessive sign on issue. As for me, cookies were cleared and the issue is still recurring.
Signing out and then in doesn't work. It doesn't recognize that you are signed in and the sign in page still pops up. Staying signed in doesn't work since it isn't recognizing that you are signed in.

I am having the same issues with my store and account. I am signed in and practically every time I scroll to the bottom of my ALL SELLING page and hit the button for the next 200 active listings I get diverted to the sign in page! very very aggravating, I get redirected to the sign in page clicking other things in SELLER HUB also. this has been going on for at least 3 or 4 days and coincides with a precipitous drop in sales since the end of MAY. The same issues on my Buying account and different ID. Feel like I am back at the circus, it really is pathetic how such a huge company can have countless and never ending glitches on a daily basis week in and week out, month over month and year after year! FIX THIS **bleep** PLEASE! It is affecting sales!

I vaguely recall one thread where a user indicated that they were getting excessive sign in requests -- but I think those involved additional requests to enter a security code each time as well. It was never discovered what prompted the additional security scrutiny, but after a week the user indicated that they had stopped.
If you are sure it is not a browser or cookie related issue, you may have to put up with it for a time (or go fishing).
If it was happening to me, I would try another browser just to check. Or at least try an incognito or private browser window, which bypasses the usual cookies and profile. Or else try using the eBay app.

I remember that thread as well. However, no security codes are requested.
I'm using Chrome and there should be no problem. I don't use the app.

Not exactly the same problem, since it started with not being able to sign in at all in Chrome, but here is an example of a blocked cookie causing sign in issues:

I got German too and I've signed in six times today.
