Ebay Help articles directed me to "Communications Preferences" to manage my notifications. On an Android on a non-Chrome browser, whenever I hit "Communications Preferences" I was taken to my eBay homepage. Obviously, eBay could fix that link.
When I switched to Chrome on the Desktop version of eBay, I was able to access "Communications Preferences" and more account settings. You can select the desktop version of a site on an Android.
Unfortunately, eBay's sign in process then directed me to have to sign in twice, seemingly by design, and THEN rejected my valid password for a while. This is a repeat problem eBay needs to fix. I did manage to get signed in eventually and change my communications preferences.
Not sure if Desktop on other browsers would also allow you to access your eBay "Communications Preferences", but it's worth a try.
On eBay or elsewhere, switching to Desktop and/or Chrome can allow you to access certain options withheld from mobile or non Chrome customers. Some difficulties with completing transactions, etc. sometimes clear up when you switch to Chrome.
I hope eBay will fix their sign in and other issues, ongoing for many years. Also please make all options available to mobile users. Thank you.

Agreed it’s crazy I have to go back-and-forth between my phone app and my PC to get certain functions changed. The app should have all the same choices as a PC has. Instead of running folks with the app in circles. I don’t carry my PC around with me nor do most folks
