Exclude shipping locations... nothing there?

I am working on the shipping polices.. and would like to create a better "Exclude shipping locations".  The issue?  See first picture.  When I go in there, there are no countries / locations listed.  Search of youtube says the page should look like the second picture.  Logged in and out a couple times.  Tried four different browsers... nothing.   At a loss.  Any ideas?

Have you tried using the link to edit your Business Policies that is shown in your first picture?

You may have to set up a default Shipping Policy there in order to proceed.

Yeah... I've had contacts try it... and it works for them.  When I try that exact link... comes up blank.  First I figured it might be a browser issue. No luck.

Yeah I do have a "Shipping - default" set up.  Just setting up a bunch of flat rate shipping polices by weight... and don't want to edit "Exclude shipping locations" for each and every new policy created.
