When I click on CHECKOUT I get the above message to pop up. I paid for some items a few days with no issues and I cannot figure this out. I use Google Chrome as my browser. I can get to PayPal through my app or website, just not through the button on eBay. Can anyone offer suggestions? I have deleted the apps and reinstalled with no improvement.

What version of the eBay app are you using?
Are you able to check out using a mobile browser, or a desktop browser? Or a mobile browser in desktop mode?

Didn't mean to hit the solution sucess button!!!! Yes, that is the error I get when using my eBay app. I do not have a computer at home so I will try to checkout from my desktop at work Tuesday morning.
How do I know what version I gave of the eBay app? I do know that the Play Store tells me that everything is updated.

You can find what version of the eBay app you have by going to the three-bar menu in the upper left corner of the main page and choosing "Settings", then scrolling to the bottom. My Android version is 6.20.0.3. Using an old app version can often lead to odd errors.
Have you tried checking out using a mobile browser on your phone? That might work differently than the eBay app.
If that does not work, I would try going to ebay.com in your mobile browser, then using the three dot menu in the upper right in Chrome to request the desktop site version of the page. From there, try checking out, opening all links in that same browser tab to stay in desktop mode.

Thanks for your guidance!!!! I just tried the Samsung browser and it has never linked with my ebay app. I was able to checkout through that. Don't know what's going on but at least I was able to pay what was owed. I really appreciate your help.

Very glad to hear you were able to find a combination that worked for you.
Hopefully eBay will fix the original error with the app or checkout, but in the mean time at least I can suggest your workaround to other users still trying to check out.

Now that I think of this, it occurs to me that your eBay app may be set up to open eBay links in the app automatically, which would explain why you were unable check out using Chrome.
You can undo that particular setting by going to your phone's device manager, and going to Settings: Apps: eBay: Open by default: Open supported links and select "Don't open in this app". Then eBay links in your browser should open in the browser by default rather than the eBay app.

Exact same ebay issue here - the same error message trying to checkout using my PayPal balance. I re-installed both apps so they're current (ebay 6.21.0.5), tinkered with setting changes, etc., but the issue persists. Since this issue started about the same time as ebay's move to further distance itself from PayPal, I think this is by ebay design.
I found a 2-part solution which has worked thus far - I simply choose "credit card" for checkout instead of "PayPal". Works flawlessly, just like it did 3 weeks ago (and for the past decade) when I used PayPal. Thus, my contention this is by ebay design, not a glitch. Could be, we'll see if they fix it in future updates.
Soapbox time: I would prefer to use my PayPal balance as I sell on ebay as that would build up my spendable allowance. Now ebay dumps procees into my bank account as cash which could be considered a good, convenient process, but they should give users the choice. It all comes out in the wash, but I have my preferences and reasoning for the selections I make.
Part 2 of my 2-part solution is to buy off Amazon. If I have to pay with a credit card, I might as well use Amazon. I rarely have to do a return but I know, beyond a shadow of a doubt, that if I have an issue then Amazon has my back. Anyone that has had problems with an ebay transaction and needed support will likely concur that this is a 180-degree difference with ebay's support. Non-existent. "So sad, too bad."
Going forward, I'll still use eBay to list items as they have a large user base, unless it's easier to sell local then I only list on Nextdoor - and don't pay transaction fees. Although I try to buy a lot from local brick-and-mortar stores to support owners or companies that actually value walk-in business, most of my online purchases have moved to Amazon.

Switch your phone's default browser app to chrome. I had the same problem using DuckDuckgo as my default browser but switched it and all's good👍
