I have used google search links to ebay policies with no problem until recently when two different browsers are rejecting all the "rover" address for at least a week giving this warning;
"rover.ebay.com normally uses encryption to protect your information. When Google Chrome tried to connect to rover.ebay.com this time, the website sent back unusual and incorrect credentials. This may happen when an attacker is trying to pretend to be rover.ebay.com, or a Wi-Fi sign-in screen has interrupted the connection. Your information is still secure because Google Chrome stopped the connection before any data was exchanged.
You cannot visit rover.ebay.com right now because the website uses HSTS. Network errors and attacks are usually temporary, so this page will probably work later."
Firefox used to show a similar message, now it only shows a "404 Not Found" message for all rover ebay addresses.

No direct experience, but I believe I read about a similar sounding situation. I think that the poster indicated that the problem cleared up after rebooting a network device (ethernet switch, wifi router or cable modem). I think.
It may have been coincidental, but worth a try if you have access and can easily reboot those one at a time.

For some reason, the problem fixed itself before I tried the modem reboot.
