Ebay return call

I tried having a return call from Customer Service.  It said 37 minute wait for the call, I waited, then I tried again and it said 10 minutes and no return call, then did this a few more times and no return call.  Is their system down?

Yes, I do not offer returns and the person who bought my item said she changed her mind and had the postman send back her package without opening it or accepting it.

I told her that we did not accept returns and closed the case.  Didn't hear another word.  No return package.

Now she did a chargeback on Paypal thru her credit card company and they have my funds locked up.

Not sure where to go from here.

The only folks that will call you after posting your phone number on a public discussion board are scammers.
