Try clearing your data and cache -- go to your device settings: apps: eBay: storage and select "CLEAR DATA" and "CLEAR CACHE".
If that does not help, try uninstalling the eBay app, restarting your device, and installing again from the Google Play Store. Make sure you are installing the latest version (5.38.0.14). If you have difficulty getting the latest version, see here:
