I have a question that does not fall into any help page and I would like to talk with a live person.

EBay took down their phone number a while back. You will need to click Contact & Help scroll down the next page and click Contact us, click the box that closely pertains to your issue until you get to a page where they will ether call you back or open a live chat. Even if you don’t find the exact issue they will forward you to the correct party to help you.
Or you can tell us what the issue is you’re having, maybe we can help.

It's not talking , but you can set up two-way email communication starting with a message on the eBay facebook page.

you can get a "call back", but that is often a exercise in futility, as most often you will gat an off-shore CSR reading from a script with "canned answers" that sometimes do not even apply to your situation, and then............... oh my gosh, if they go "off script" you can get some less than correct guidance.
As ebooks suggests............. as there are many experienced buyers/sellers, posting here (without personal/private info displayed) on the community boards can often get an answer, or proper guidance.
mtgraves suggestion to contact o Facebook is also a viable route. Contact "ebay for business" on Facebook, again without personal information until actually engaged in email communication with a CSR.

Possibility still exists with either that the info provided can be "hit or miss" as to providing assistance that is helpful 😐
Chat gets a transcript, of the "copy and paste" answers.
Call back. Sometimes the participants cannot understand each other.

Community posts, especially on the "ask mentor" board are likely to be better than either CSR rote.
