I'm not a great HTML coder, so I just used an HTML editor to make a nice description with a couple pics and a black background. The code didn't work on ebay even though it worked fine in my HMTL online editor, so after a lot of headbanging, I turned it into a JPEG, and inputted the whole thing into the description as a JPEG. It looks fine on desktops, but on mobile browsers, the scaling is a bit off. What's the ideal size for JPEG's (as the entire description) for use for ebay on Mobile devices? Thanks so much!!

You won't like my answer:
"There is no ideal JPG size in an eBay listing; use plain text instead".

Text in a picture will not be indexed, and your listing will appear to the indexers as if the description was blank.
Use plain text if you don't want to use HTML. You will not sell based on your graphic arts skills, but based on the useful text in your descriptions. Especially since the mobile interface will not show HTML to customers unless they specifically select the tiny "see original listing" link, which they almost never do.
