Website is broken:

"Contact Seller" / "I received an item that wasn't as described" / Click on "request a refund" and evrything is frozen in any browser.

I am having the same issue with trying to request a refund on a delivered item.  

returns.ebay.com is down and not working.

Are you going through your Purchase History, or through the Resolution Center?

It may be that using a different route will allow you to proceed.
