Concern of Customer Service

I would like to start a conversation in general about concerned eBay's customer service. No one seems care experiences of buyers and sellers on eBay market place (other then seeing them as $$$). Whenever you reach out to the customer service, you hear generic reply as if all the answers came from simple robots (A.I.'s probably provide better answers than what I have received). Although the customer service repeats they go by the policy, no one seems to actually know the policy. When specific eBay policy is mentioned and referenced, no one wants to review, read, and listen. Instead, they just repeat "according to the policy." Is this just eBay's lazy and neglecting behaviors? Or is this just what the world has become?
