Combined shipping doesn't work

I receive the notice when I try to combine, whereas the seller indicated (s)he wanted to combine.

"You can't request a total for items that require immediate payment."

What am I doing wrong?

You have to add the items to your cart first in order for combined shipping to work.

I think Ebay is having issues with this. A customer just complained about it and both listings he is adding to cart have combined shipping set up.

Every time I set up flat rate combined shipping  in put $9.00 first item and $3.00 for each additional item and EVERY TIME EBay charges and accepts $3.00 total shipping.  I contacted customer support which was a total waste of time because the rep kept telling me that my shipping said $9.00 shipping and $3.00 total discount shipping cost for multiple items purchased.  

The buyer bought 3 items and paid $3.00 shipping and it cost me $15.00 to ship.  Confusing and costly.

@fast_c5  For Fixed Priced listings with a quantity and cost for First Item and Additional Items is specified and that's what you want to charge without further discount, remove any association to any other  shipping rules in the listing.   Also set your Flat shipping rule in your Shipping Preferences to "Do Not Offer".
