Cart Keeps Showing Red Circle

with 2 items but I have nothing in my cart and it says that when I hover over it.

If you add an item to your cart does the number go up or down?

Any difference if you sign out and sign back in?

signing out and back in did not work, but adding another item and then removing it DID work! thnx!!
