Send offers broken

The send offers, amount, does not work for eligible items on my phone. It takes Percentages but when entering the Amount in that separate tab the big button to "review then send" is grayed out...it happened on the mobile.

Why does eBay make sending offers so difficult?

Isn't the goal here to sell things? Limiting the seller's ability send offers just makes no sense. If I send an offer and nobody bites, I'm not allowed to send another offer? Make it make sense.
