I haven't listed any auctions in several months. I sell occasionally, used, mostly vintage items from my personal collections. I don't have a state sales tax number. I tried to list a few items last week using the new way of listing for the first time and had to give up. I customized my listings with the sales tax field unchecked. I'm not a business seller, and the box in site preferences regarding sales tax is unchecked. I still get an error message with every attempt to list any item.
It looks like there's a problem with this listing.
There isn't even a sales tax field in my listing form. Can I no longer sell on eBay without collectiong sales tax? I can't collect sales tax since I don't have a tax number.

In order to collect that sales tax, you will have to set it up in ebay.
My ebay > Account > Site Preferences > Selling Preferences > Payment from buyers [Show] Use sales tax table > NO

OP, if you are a sole proprietor in the US, your SSN is your tax id. Then you must file quarterly sales taxes with your state but only if sales reach a certain point. Contact your state about details.

I'm not a business. I was trying to list as I have occasionally for years, without sales tax. The new listing form kept giving me an error message even though I had everything set up correctly. I finally started over using the quick listing form. Then I was able to switch back to advanced listing without the error.

I tried that and I am not able to list because this statement keeps popping up
The selected tax rate is lower than the minimum allowed value, or greater than the maximum allowed value.
I did go to site preferences and made sure everything was clear and it is hit save and it says this site is not available at this time.
Any sufggestions would be appreciated.

My suggestion would be to contact eBay. They may have introduced an issue into the listing flow during the latest update. CS can take your info and create a ticket for the issue.

What a tax collected that does not need to be paid. Sounds like more money for ebay.
