Hi. I have received a message from eBay that my Bad Buyer Experience ("BBE") rate was very high because I had higher than others Stock-Out Cancellation (Stock-Out)%. When I started investigating this situation it's appeared that I have 6 canceled orders for 90 days, but the reason of cancellation was "address issue of buyer" NOT "Stock-Out Cancellation". So it is a system issue. I haven't had any canceled orders because I was out of stock!!! The system counts all canceled transactions as "Stock-Out Cancellation". As a result, I got a month restriction of payouts.
When I contacted Ebay customer service, the agent told me that the process is automatic and assured me to find out why it happened. So far, the problem still exists. I have been an international seller for 9 years and after eBay implemented its metric system, it is impossible to be a good seller anymore, despite 100% of positive feedbacks and no having any open cases.

Same problem with me I was restricted for 2 months and now they cancelled all my listings and sent me that the next evaluation date will be 2099 and I am trying to get contact with them but have no response
if you can get contact with me to try to find out how to overcome this issue I will be thankful

Too many sellers claim "problem with address" as well as "buyer requested" cancellations in order to avoid dings on their accounts.
It sounds like ebay doesn't believe your claims that that many cases were problems with an address. In my own experience in 20+ years, I can only think of one instance in which I canceled for a problem with address. The buyer had moved and forgot to change her address. She repurchased the item after fixing the address.
Personally, I find it hard to believe that a relatively low volume seller would have that many address problems in such a short time. I think ebay is right in this case.

After responding to your post, I looked at your feedback and profile.
You're registered in Ukraine. Buyer's feedback states that the item they bought came from UK yet in looking at the listing, it shows as shipping from the US (South Dakota).
I'm curious about something. If indeed your item is located in SD, why wouldn't you ship to the US?
Are you dropshipping? Is that why you didn't want to choose OOS instead of problem with buyers' addresses?

Unless you're a pretty large seller six cancellations for address problems is quite a lot.* I've never had to do that myself. I think in ebay's eyes you're still cancelling the fees they would get...
*edit* in 90 days.

Hi. I sell on Ebay.co.uk and sometimes people from Canary Islands make orders. This region is a part of Spain but has its own complicated custom rules. 90% of orders sent to Canary Islands stuck with customs and eventually return because buyers do not want to pay additional taxes for their orders. However, orders sent to the main land of Spain are delivered without any problems, as eBay collects VAT from buyers automatically. As you may know, there is not an option to restrict selling to buyers from a particular region of the country on eBay. You can restrict only whole country. Therefore, I cancel orders from Canary Islands and choose the reason "Something wrong with buyer's address" because it's true. But the system sees it like "out of stock cancelations". I have a lot of buyers from the main land of Spain and do not want to restrict the whole country from buying my items. I tried to explain this to eBay customer service but no response or reaction. Just promises to resolve my issue.

No! It's not true. There's nothing wrong with the buyer's address. The only problem is that you don't want to ship to that "area."
Ebay did the right thing in restricting both of your selling IDs because you canceled orders and lied about the reason.
FYI: Problems with the buyer's address could be one of the following:
1. shipping information is missing the address - only includes name and city
2. street number doesn't exist
3. the shipping address is missing an apartment number
4. the city/state/country are missing
If you ship to a country, you are expected to ship to buyers in that country.
The way to handle (or fix) this problem (if and when ebay releases you from the restriction) is to set your preferences to not ship to that country. Then, if a buyer contacts you to ask for an exemption, you can ask them where they're address is and you can add that buyer to your buyer exemption list.

It looks like you have never shipped abroad and is trying to teach me how to do it. I would choose another reason, but it does not exist. Also, I can not restrict the whole country because of one region's rules. I sell to Spain 70% of my products. It is an eBay issue. I tried to explain it, but nobody wants to do anything about that. I have been selling internationally on eBay 8 years and believe me there are many situations that Ebay does not take into account in its rules. Please stop telling what is right or wrong because as I see you are completely unprofessional in this topic. This eBay attitude to the sellers will lead of loosing them. eBay customer service does not even want to solve sellers problems.

I sell internationally only. I am not a drop shipper. I have a warehouse in the US and ship products from there internationally . Is it a problem? Also, I have a second warehouse in Ukraine.

This isn't my selling ID. On my selling ID, I've shipped internationally both directly and have had international buyers through Ebay's (now defunct) GSP and current EIS.
However since you've asked me to stop advising you, I shall abide by your wishes. I was only trying to help. YOU @bugdomik.shop and @pest-control-ua are the one who posted here looking for help!

I was looking for help but not judging me and telling that Ebay was right, restricting my account. I am trying to resolve this issue. But you started suspecting me in drop-shipping or telling me that I am a liar. It is completely unprofessional. I just have a problem and looking the resolution as eBay's customer service can not help me because all this CBT Seller Dashboard runs automatically, and it does not understand the real problem of canceling orders.

They understand about canceling orders and they know it doesn't make buyers very happy.
Sounds like it's already been resolved and you'll have to find another place to sell.
