We're getting multiple buyers per day now saying that they cannot checkout and people trying to make offers but eBay is saying we do not ship to their location. I've double checked the item location, our policies and everything appears to be fine on our end. We're located in California. We have our policy to ship worldwide. We're having to regularly send manual invoices to some buyers.
Are others experiencing this? Any solutions? Listening to @modernmarkey and @crazylamplady on YT it sounds like this is now a widespread issue?

Yes, we had this issue last week with a repeat buyer and it telling him that we did not ship to Washington State.
We could only correct it by sending a manual invoice to the Buyer. Even adding them to the exceptioned Buyers list did not work.
It does appear that e-Bay is aware of it - after I posted on here, there were several others that posted on other boards with the same issue.

it says that on the payment window for all buyers, but it doesn't affect buyers from going thru with paying
