Buyer cannot receive offers due to limit reached

So I get a Message from a buyer, he is making an offer, so I reply with an offer, pop up says buyer has reached his limit for offers, offer cannot be sent.

But now when I go to the listing is is locked I cannot make changes because it says I have send a offer.

So did I or didn't I send a offer?

Did you send it to more than this one prospective buyer that messaged you? Maybe that's it... 🤔

No this guy just messaged me with an offer, I do not have best offer on listing and I just messaged him back with ebays send an offer. That listing is now been frozen for 2 days saying I have and pending offer. But ebay says that this person cannot accept any more offers.

When you send offers, the listing gets locked for 4 days (96) hours until the buyer either excepts the offer or the offer times out by expiring, then you can make your edits. 
The only other way to be able to edit listing with offers is to end them.

But ebay said the offer was not sent, because buyer cannot receive offers. So why is it blocked?
