I've been trying to opt-in to business policies since yesterday. Elsewhere on the forum, others are reporting problems editing or opting-out of business policies. One user is unable to launch any auctions because of an IPR setting in business policies. Here's that thread: https://community.ebay.com/t5/Member-To-Member-Support/problem-with-business-policies/qaq-p/29445914
I tried to opt-in via the latest versions of Firefox, Chrome and Microsoft Edge with the same error message from each. (see image) A call to Customer Service didn't help at all. First, I had to explain WHAT business policies are to two reps. Finally educated the second rep by asking her to go to this page: https://www.bizpolicy.ebay.com/businesspolicy/policyoptin
She got the same results I did, said there is no reported "trouble" for this issue, and it must be a glitch. However, before calling CS, I had searched the Forum for solutions and found this is an oft-reported glitch. Supposedly (and as may be indicated in the error message), CS can manually perform the opt-in. But...not the ones I talked to. I was promised a call back within 24 hours (we'll see whether that happens), but zero commitment regarding a solution. Suggestions regarding whom I might tag at eBay to get this resolved?
Same error message via 3 browsers since yesterday.

There appears to be an extra space in your second link:
https://www.bizpolicy.ebay.com/businesspolicy/policyoptin
I don't think that's related to your issue at all, but that may be helpful for anyone following this thread.
If I click on the opt-in button I don't see that error; after a sign in page I am taken here:
https://www.bizpolicy.ebay.com/businesspolicy/manage
Which appears to be a "Manage your business policies" page.
I'm using Firefox 65 on a Windows 10 machine.

Thanks, @eburtonlab. WIN 10 & Firefox 65 for me too. I get a similar error message if I go directly to the manage page. I just tried selecting "opt out" (although I've never opted-in that I recall), closed the browser and tried to opt-in again. Same results!
Hmmmmm.....going to try logging out of eBay altogether, on all devices and in all browsers, clearing cookies, restarting my computer & logging back in. Maybe there's a buggy cookie hanging on somehow.
BTW - the CS rep I talked to yesterday got the same error message when trying to opt-in.

I was halfway hoping that the "manage" link would work by bypassing the opt in part completely.
You've tried multiple browsers, multiple devices. If you tried a browser on your phone using a different wifi, that would pretty much rule out network issues (if some firewall rule was blocking some critical eBay subdomain). That would indicate to me that the problem is most likely related to your eBay account itself somehow. Perhaps some setting or combination of settings interferes with business policy. What that might be I have no clue, though.
If the eBay rep is seeing the same error, though... hmmm.

On this page:
https://www.ebay.com/help/policies/business-policy/business-policies?id=4212
I did notice this:
Usually this means there are large numbers of business policies created in the background already associated with your account, and our automated processes were not able to clean them up. Please contact our customer services team for help."
It doesn't sound like the customer services team was helpful in your case, though.

I googled the text of that error message you received.
Here's a four year old thread that had some suggestions -- no clue if they are still relevant, but they might give you some ideas of different things to try:
