Bulk Edit Tool not allowing me to delete a statement I added a couple of years ago to every listing under "Item Specifics". Spoke to agent and she couldn't fix the issue. Help!

I gave up on the Bulk Editing Tool years ago, I never could get it to work.

I am guessing that you would like to remove this from you item specifics,
The issue might be that your item specific would be listed something like this on your header line
C:NOTE: GOVERNMENT SHIPPING DELAYS USPS

Sorry, I just noticed OP issue was with bulk edit tool and not file exchange. I have only edited item specifics through file exchange (now seller hub reports). I was unaware item specifics could be changed with the bulk edit tool.

eBay's bulk editor only allows adding to your list of item specifics. It does not contain a method to edit or remove a single item specific.
You can bulk update your item specifics using eBay's Seller Hub uploader.
However, to change a single item specific, you must restate ALL item specifics for that listing. That is where the challenge arises and why the bulk editor can't do the job.
This online tool will capture all of your item specifics in spreadsheet format.

From there, you can edit or remove the offending specification and upload the new list to Seller Hub Reports > Uploads.

Important: to revise item specifics, all prior item specifics will be overwritten by the upload. Thus, the entire group of item specifics for a single listing must be included in the upload.
However, since it appears that the USPS message is the only item specific in all your collectibles, you don't really need to download your original item specifics. All you will need is a list of affected item numbers in category 14027 (Collectibles) to create your revision spreadsheet. You can add a new set of one or more item specifics to overwrite your originals:
The spreadsheet will look like this:

I've shown a replacement of one Item specific, but you could add more C:Whatever columns to add more Item Specifics.

As an alternative to the above tool for collecting your list of item numbers for your collectibles category, you could download eBay's Active Listings report from Seller Hub.

Then sort on the Category column and throw out those not in category 14027 (Collectibles) . Cut out all the extraneous columns except the Item number, and add the new columns as shown in the tables above.
Note that ItemID and Item number are interchangeable, and either will work.
