We have free postage on all our listings for domestic orders and we also have GSP enabled on all of them too. We do not post internationally unless it is via GSP.
If we try to convert a listing from "used" to "refurbished" it does not allow us to do so and gives us an error message saying:
"Free postage required when listing an item with Refurbished condition. (6)"
As mentioned, we do have free shipping enabled, but I believe the issue is that eBay sees GSP as a paid shipping option when that is not something that we as sellers have any control over.
I think we should still be able to list refurbished items despite having them on the GSP program.
