I keep trying to change my account address almost 2 months. but still I'm getting this error :

This change is not permitted at this time.{e88136-1183635x}

First I contacted eBay UK , CA via live chat and they always told me It will be fixing within 1 week. Unfortunately eBay's 1 week is more than 2 months. Sometimes they told me to contact eBay US site because my account is registered on US site.

After that I spent my money to charge my IDD credits ( it's expensive to call Sri Lanka to USA using phone ).Then I tried more than 10 times to contacted them. Some time they answer my call and told me to they will call back within 30 secs to verification purpose. but they never called me back.

I had to waste more money to keep call them to get a proper solution for my account error.

And the last time , One lady answered and after reviewing my account she also told me , it will be fix within 1 week and my account is now on priority list. It's been 2 weeks still getting same error. 

And last I tried to contact them using eBay button. They never replied to me.

and I used customercare_uk@ebay.com mail to contact them and when I send email , system will reply back to me my email received and will reply within 24 hours and it never happened.

Most of times , most of assistants lying to me and they always try to close conversation with extending time.

I'm really disappointed about this situation . most of why  they always lying?. 

Please help me.

Did your problem get resolved?  I have the same issue, address was changed a year ago to a Chinese address (hacked).  Seems a hacker can change the address to China, but I can't change it back to US.  Nice.

Which address appears in your account here, under personal info?

If you see an address in China there and you are unable to edit it, contact eBay directly.

Because of the managed payments process, users can no longer change their country @jaynewayne1616 - is that what you're trying to do? The only way to deal with it right now is to create a new account.

They told me you are only allowed to change it once. After that it's permanent.

I had this issue too.

I used the ebay app to get ebay to call me.  In My eBay in the app, select Help, page down and select Managing Your Account, page down to bottom and select Contact Us, then select Managing Your Account, then select Updating Your Personal Information, then select Chat with our automated assistant. 

Once in the messaging page type Have us call you, then you get a box come up where you can select your country code and type your phone number.  They called me in the UK within 1 minute.  

I explained that I couldn't update my address and I was told that it can only be done by their back office staff now and  that it would take between 3-5 days to update and I will receive an email to confirm when the updated address is done.

She did say in the meantime I can still buy items and just change the delivery address to whatever I want so I happy with the outcome, although it does confuse me why such a simple process is so difficult but at least I found a way to do it.

I moved back from Thailand over five years ago and can't be bothered with a pointlessly complex change-of-address system.

If Ebay does ever decide to sue me, good luck in the Thai court system...
