I come to you today with a problem I have been facing for a while now, but haven’t figured out a solution for as I have tried everything. I am dealing with a hacker gaining repeated access to my account, and although I have removed all my saved payment options, they keep viewing very expensive items on my account, and I am getting emails about it non-stop. I have changed my password 4 times, but they somehow keep gaining access! Firstly, I would like to say that my passwords absolutely cannot be brute forced, as they are random strings of letters and numbers and are different across all platforms in case of company data breaches. I would really love to get help, and to find a way to lock this person’s IP, or device from accessing my account, or for my account to be secured once again. I am a computer person, and I scan my PC and devices frequently and use VPNs so I am sure there is no phishing or a keylogger involved, and I honestly believe either it isn’t logging whoever this is out when I changed my password, or that there is some sort of breach in eBay’s information database.

Check again. Don't change any passwords until AFTER you do a complete spyware and malware scan. Check your ROUTER for malware. It's not hard. https://www.howtogeek.com/227384/how-to-check-your-router-for-malware/
Make sure any wifi is encrypted and requires a password before use.
Using a VPN? Is the host reliable? Sketchy hosts steal data. They can also be hacked. Nord VPN was hacked last year.
Most people who think they are locked down and safe really aren't.
