I am now getting the Access Denied message quite regularly on multiple computers (all Mac based) and using varying browsers (Safari, Firefox, and Chrome) It has gotten so bad, I cannot use my main browser Safari any longer. And now Firefox has decided to do the same thing, just not as often.
I do not use a VPN.
I have cleared cookies and browser
Virus/Malware scans show nothing
Ebay's base answer is to not use a VPN and to clear cookies, etc. All of that has been done, yet it still occurs regularly. So much so that I may get about 3 min worth of work done before I am done... and cannot accomplish anything.
Right now I can link to ebay from the top of this page and it will work for about 2 pages worth of clicks, before it locks up.
Going mobile is doable to a point to run my store, but I lose so much ability compared to desktop based browser.
Does anybody have any answer for this?

"Access Denied" errors when trying to check out or pay usually indicate some sort of network error, but if you get that message in some browsers and not others, that would point to a browser issue, or possibly a bad link. What does the error message say, exactly?
