If the seller you are trying to purchase from is in the US and you are sure that there are no restrictions that would otherwise prevent you from completing the sale, then the error you are seeing may be network related.
To solve the immediate issue, see if you can complete the purchase by using a computer on a different network, or using your phone while not connected to your wifi.
If the problem is related to your IP-address, you may have to contact your internet service provider to see if you can get a new address assigned if you are unable to change it yourself.

I do not have another network or isp. I do not use wifi, my phone is not internet capable, and i have no landline plugged in. I see no solution to this posted by anyone else. Since there is no solution, and only a possible ip address issue mentioned, i changed ip address with a vpn, and still got the "Access Denied" page from ebay. As i said, it was intermittant, now it's what i get instead of a checkout page.

Using a VPN for eBay may cause serious problems, particularly if you use paypal, as I understand that is a violation of the paypal user service agreement:

I used a vpn for years on Paypal, and then they decided i wasn't me and i could not access the account any more. Took a year to close it. A vpn has not been a problem on ebay until just recently. How is using a security tool such a big problem for places interested in security?? The whole point is so isps in camping parks and resturant wifi (or anyone else) cannot do logging or do man-in-the-middle attacks. If they lock my accounts to a specific telco ip, then i cannot ever access the account while traveling!

So i tried something: i fired up a 21 year old winxp box, Firefox not upgraded in about 7 years, i put it outside the firewall, wrong side of the lan switch, computer took 10 minutes to open FF, 3 tries to open the ebay webage, logged into Ebay, and made the purchase. This is as backwards for internet security as i could come up with, and it was acceptable to ebay and paypal.

Very interesting! What sort of security are you using? Using a proxy service?
I do not know much about this sort of thing, but I wonder if the users who are running into this problem are all using the same kind of security software.
Not sure why several users who ran into this same problem say that they were able to complete transactions immediately after changing their IP-addresses, though.

I had my ISP change my IP address
and I am once again able to pay for purchases
(at least for now)

I use a VPN (with a dedicated IP address) for paypal and other sensitive accounts with no problems. For general surfing, I use a shared address. (edit)
A dedicated IP address is only used by one single account, never shared, it gives your address credibility.
As far as I know, paypal and many banks and other sites only work with VPNs using a dedicated IP address.
Normal VPN service addresses are shared with hundreds or even thousands of other users, and can result in the "Bad neighbor effect".
With a shared IP address, some users may and do use the address for nefarious reasons, or the server becomes overloaded, then the shared IP address can turn up in blacklists, thus the user with the shared IP address gets blocked.
Dedicated VPN address costs more, I pay around $5 a month more, certainly worth it to me as it works from anywhere when traveling.
