I have an iPad Pro and mini, both on latest software.
I find on the eBay app on both devices, sometimes you can ask the seller a question, other times the option simply isn’t there. I know how you’re supposed to do it, you click the downward arrow under the sellers name, revealing “ask the seller a question”. This works 100% of the time on my PC and on my iPhone. However, for many months now on many occasions this is simply not an option on the iPad, leaving me to have to find the ad separately on my phone or PC and then email them that way. It’s very frustrating. It isn’t all the time I’d say it’s around 25% of the time.

IF the app were able to "browse" (it likely can not - don't have an eBay app compatible mobile device and can't be bothered to install an emulator), a klunky workaround is to bookmark and use
. http://contact.ebay.com/ws/eBayISAPI.dll?FindAnswers&requested=[SELLERNAME]
After the page loads (with your username as default) replace [SELLERNAME] in the address bar with the name of the seller you are trying to contact (copied from the page you were viewing?), load that, and a general seller contact page should load.

In addition to Berserkerplanet's response, mobile devices do not have unlimited resources. When you run out of resources, some options my simply not load (eBay's App uses a lot of your resources).
Most users do not even realize how many windows they have open on their device. Each window and app that is connected to each window, is using resources.
Close all windows and try again.

Sellers can select the option to not take messages from potential buyers. While buyer can contact them about items they have purchased a user who wants additional information about a item they are interested in can not message them. This could be the case have you used a traditional device like a desktop or laptop to view the sellers item when the contact option is not available. If the seller does not accept messages the option to contact will also not be available on a desktop or laptop.
