Is it possible to create an order in the sandbox so I can test the fulfillment API functions

I can't create an order using the API as I need approval for that, and I can't buy an item via the sandbox website due to copious errors.

How are others managing, i really don't want to be testing this on live.

Did you happen to find a solution? I saw a way to create orders if the payment policies autopay is off, but I can only load the transaction/order with the Trading API and not fulfillment. Actually, for some reason I can't even use the Trading API today. Sandbox is quirky.

I got the Trading API to work again. I believe it has something to do with getting multiple auth tokens. Not 100% sure. Still haven't figured out fulfillment API, but I have been playing around with production and things work much better in general. Sad I have to test in prod but that's how it is at the moment.
