I agree 1940s or early 50s. Is the clay white?

Agree. Seeing similar listed online as mid-century horse lamp so it must be harder to find makers. There are a few names but the horse looks different. This one has a metal base which makes it an earlier one, I would say. Lovely.

The inside of the  lamp has green clay as well

If the clay is tinted green with a clear overglaze (rather than green glaze over white clay) check the following: Chadwick China, Princeton Pottery. There are a couple more companies that produced using tinted clay, but I’m drawing a blank. All were producing circa the 1940s to early 50s.

Is that a winged horse in the clouds? Pegasus?... Maybe (?) a useful keyword in there somewhere.
