You have to have a credit card on file with Ebay. You can change it but not just remove it. Go to Account then to Payments

On my phone I went to My eBay, scrolled down to Account (there is a lot above it under Shopping and Shortcuts) and clicked on Payments. There were then options for managing or deleting various payment methods. It was then easy to delete my card.
I would have preferred to just make PayPal my default payment method but that didn’t seem to be an option.

On a web page, in top left is a Hi <Your Name>. Under that is a "Account Settings" option. In the middle is a "Payment Information" section with a "Payments" option. Under this screen, you will find the area to change the current credit card on file - required to keep on file as both a buyer & seller. There is a delete option - however your account will not be valid until it is brought up to date again with a current credit card. If you are a seller, you will also find the "bank account" section for required checking account information for managed payments to receive your funds.

What credit card is it? Is it an eBay CC?
You have to go to the issuing bank. If you app'd for an eBay CC it's issued by Synchrony so you would have to go there to cancel it.
NOTE: If you applied, it already hit your credit score for the application & if approved for a new line of credit. You might be better off just putting it in your "sock drawer" for bit rather than closing it right away. You don't have to use it but having the credit limit available can help your score.
Now all of that said; what card was it?
