Combined shipping highlighted

I have recently set up to accept combined shipping. I have seen some sellers that actually show combined shipping in the listing. Is that because they offered it and it populates for people to see?  Or did they have to set up a discount rule?  Or (forbid) some other Business rules?  Those are what I can think of. More?  I want them to think about combined shipping cost savings and shop the store. Thanks everyone
