Which is easier is irrelevant to you since PayPal is not available to you. Contact Payoneer and self you can get the ball rolling with them.

For Paypal when buyer order, the money sent to my paypal account immediately but when I change to payoneer, I have to wait for the money on 5 days.

When I withdraw funds from Paypal I only pay $5 fees. When I withdraw funds from Payoneer I pay $15 fixed fee + correspondent bank fee which might be $20 and over depending on withdrawing amount.
