Hello everyone, Could someone please explain me how can I create a PayPal account? Thank you.

Go to Pay-Pal and follow the instructions. You will need a bank account and back up funding source to setup Pay-Pal. You can only use Pay-Pal for buying not selling anyway on eBay because of your countries rules. Posting questions here does not improve your standing with eBay. The community forums are NOT connected to selling on eBay in any way.

They can buy using paypal, they just can't receive payments with it.

Sri Lankan residents are prohibited from linking bank accounts to PayPal.

Hi friend you can use new payment method apart from the paypal. I think it is the possible way to solve your problem.

@hasarel_hp, you are registered in Sri Lanka, and unfortunately PayPal is not available for residents of Sri Lanka to use for accepting payments, because the government doesn't allow it.

 

You would have to register a selling account, and register for Managed Payments. I think that new sellers are being automatically put into Managed Payments now. For sellers in Sri Lanka, Managed Payments will be able to deposit your payments into your Payoneer account.

It is an unknown if there is any form of payment in your country that can be used:

Your country's law are what you need to know: and from such if you can find a method you can use to get payed.

 

Let Us know if you find a valid one.

@donsdetour: FYI, sellers in Sri Lanka are now being invited to register for Managed Payments. They have to either provide or register for a Payoneer account, where their payments are sent (instead of the bank account that is used in other countries).

I have seen a few Sri folks trying to get info for Payoneer but so far no links  or messages about being able to use such in Sri or if legal there.

@donsdetour, I described the evidence I have, and how I figured it out here.

 

The images in the video I watched were convincing. I don't understand Sinhala, but the titles on the video were in English, and mentioned Managed Payments and Payoneer. The video showed someone going through the eBay screens and signing up for Managed Payments with a Payoneer account. I've no reason to think it was faked.

 

I agree, it would be great to have links to an official announcement, but realistically, we may not get that for weeks, if ever. A lot of the time we have to use investigation techniques to figure things out. It wouldn't be the first time that I have explained how something worked to a blue, and armed with that knowledge, they were able to get confirmation from a colleague on a technical team.

 

As to whether it is legal in Sri Lanka for sellers there to use a Payoneer account to receive funds, I would leave that up to Payoneer and the Sri Lankan government. The government doesn't allow PayPal accounts to be used, because PayPal can't meet their requirements, whatever they are. I think they would stop Payoneer too, if they didn't meet the requirements. Payoneer requires a lot of business and personal identification to open an account, so they have a good record of who they are dealing with.

There are so many easy ways to make a PayPal account just like you cansee here they are guiding the same things that are very common for a normal user.
