@puprescue, you may be correct, however eBay has not given any definite timelines that differentiate between existing sellers and new sellers.
The only definite information that has been shared is:

"... Sellers who have been identified as using eBay features and tools that are compatible with managed payments will continue to be notified to join in phases. Please make sure you are signed up for emails from eBay. As we move forward, we expect to manage payments for most sellers in 2020."
