You need to wait for Payoneer to complete the verification process. If they haven't verified your documents yet:

 

Have you received any messages asking for more information, or an error message?

 

Did you register as a business, or as an individual?

You cannot link 'anything' to 'something' if the 'anything' does not yet exist.

 

'Not yet verified' means you do not have a P account yet.

How long has it been since you registered, and they haven't been able to verify you?

 

Did you provide all the documents and information that they requested?

 

Are your name, and address on your Payoneer account exactly the same as your name and address on your eBay account, in English letters? There should be no differences at all, not even an initial, or a dot or a comma.

 

You may need to contact Payoneer, and ask them if you are allowed to register an individual account, or if you need to register a business account (perhaps this is a requirement because you are in Sri Lanka). Please contact them and ask this question, and come back and post the answer.

I found this information on the Central Bank of Sri Lanka website for the Department of Foreign Exchange.

 

I believe this means that Sri Lankan persons are required to deposit any foreign funds they receive for providing goods and services (like selling online) into a Business Foreign Currency Account (BFCA) (or sell the currency to a currency dealer) within 7 days. Managed payments sends the funds for eBay sales in USA dollars, which would be a foreign currency, so this rule would apply.

 

If this is correct, then you may be required to use a BFCA as your bank account in Payoneer, and that would mean that you have to use a Business Payoneer account, and a Business eBay account as well, because they all have to match. You can get more information about this from the Central Bank of Sri Lanka website. If you find out that this interpretation is incorrect, please post back and let us know.
